Bring water to a full boil. Add black tea leaves and steep for 5 minutes over medium heat.

Strain the tea through a fine mesh strainer or tea sock into a cup. Discard the leaves.

Add sugar to taste and stir to dissolve. Pour in evaporated milk and stir well. Serve hot or over ice.
